Achiote Sauce:
Blend spices: Add cumin, peppercorns, allspice, cloves, oregano, garlic, and salt to a blender or mortar. Grind or pulse until coarse.
Add achiote paste and red chile powder.
Add orange juice and zest, grapefruit juice and zest, and lime juice.
Purée until smooth.
Add a splash of water if needed to loosen; season with more salt or citrus to taste.

Combine pineapple, onion, jalapeño, and cilantro in a bowl.
